In these circumstances and in view of the fact

that we have not received any reminder from Hong Kong

or any representations from the Sarawak Government

Agent, there seems much to be said for letting the proposals die of inanition. But perhaps for form's

sake it would be as well to consult the Straits

Settlements, in order that, if we should be approached

in the future we should have a clear-cut answer ready.

I should be inclined, therefore, to put the above points to Hong Kong saying that the Secretary of State is disposed to think that proposals of this nature should not be encouraged; but say that we are consult- ing the Governor of the Straits Settlements and send

copy to the Straits asking for observations, referring to Enclosure 2 of this despatch, which has been sent Alkem Sirect.
